In electrician land, I have seen hundreds of panels catch fire. A hot electrical panel is not a normal condition to watch and wait on. Can a panel catch fire? Yes. A panel can overheat, arc internally, melt insulation, ignite nearby combustible material, or produce a fire inside the enclosure itself. The risk is highest when there are loose connections, failing breakers, corrosion, overloaded equipment, or an outdated panel with a known history of failure.
Most panel fires do not begin with dramatic flames. They often start with a breaker that feels hot, a faint burning-plastic smell, lights that flicker when an appliance starts, or a breaker that trips repeatedly. In older Oakland, Berkeley, Piedmont, and Lafayette homes, the panel may also be undersized for the way the property is used now. EV charging, electric ranges, heat pumps, added kitchen circuits, and home office loads can expose problems that have been developing for years.
Why an Electrical Panel Can Catch Fire
An electrical panel is designed to contain and distribute power safely. When its components are correctly sized, properly installed, and in good condition, it should operate for decades without overheating. Fire becomes possible when electricity meets resistance, poor contact, damaged insulation, or an overloaded component.
A loose breaker connection is a common example. Electricity passing through a loose connection creates resistance, and resistance creates heat. That heat can damage the breaker bus connection, discolor the metal, melt plastic parts, and eventually cause arcing. Arcing is an electrical discharge that can reach extremely high temperatures. It can burn inside the panel even if the breaker still appears to be in the ON position.
A panel can also overheat because the main service or branch circuits are carrying more load than they were designed to carry. This does not mean every older 100-amp panel is automatically unsafe. Load calculations and an on-site inspection determine whether a panel is adequate. But an old panel with little remaining capacity, double-tapped breakers, improvised wiring, or repeated overloads deserves prompt attention.
Warning Signs a Panel May Be Overheating
Do not remove the panel cover or touch internal components to investigate. Even a panel that looks ordinary from the outside can have energized, damaged parts inside. Pay attention to what you can safely see, smell, and hear.
A burning odor near the panel is a serious warning. It may smell like hot plastic, overheated wire insulation, or a faint electrical smell that comes and goes. Buzzing, sizzling, crackling, or popping noises are also not normal. A quiet panel is generally what you want.
Visible discoloration around a breaker, on the panel door, or around the service equipment can indicate heat damage. So can a breaker that is hot to the touch, though homeowners should not keep touching breakers to test them. If the panel is noticeably warm, has a melted breaker face, shows rust or water staining, or has black marks around openings, treat it as an urgent electrical repair issue.
Other symptoms may show up elsewhere in the building. Lights may dim when the refrigerator, microwave, air conditioner, or other large appliance turns on. Outlets may feel warm. A breaker may trip regularly, or it may fail to trip when a circuit is clearly overloaded. That last condition is particularly dangerous because the protective device is not doing its job.
The Panels That Deserve Extra Caution
Some legacy panels require closer scrutiny because of their documented performance concerns, age, or lack of available replacement parts. Federal Pacific Electric panels with Stab-Lok breakers are a well-known example. Certain Zinsco and Sylvania-Zinsco panels also have a history of breaker and bus bar problems. Old fuse panels, especially those altered with oversized fuses, can leave wiring unprotected from overload.
This does not mean a homeowner should try to diagnose the panel brand from an online photo and make a final decision. Panel condition, installation quality, service size, alterations, and the actual electrical load all matter. But if a home inspection identifies Federal Pacific, Zinsco, a deteriorated fuse panel, corrosion, overheating, or damaged breakers, a licensed electrician should evaluate it before a sale closes or additional loads are added.
Aluminum branch-circuit wiring, knob-and-tube wiring, ungrounded circuits, and older service equipment can compound the concern. A panel replacement may be part of the solution, but it may not correct every wiring issue in the house. The right scope depends on what the inspection finds.
What to Do if You Smell Burning or See Smoke
If there is active smoke, flames, loud arcing, or a strong burning smell, move people away from the area and call 911. Do not put water on electrical equipment. Do not open the panel cover. If it can be done safely and without approaching smoke or heat, turning off the main breaker may reduce the hazard, but personal safety comes first.
For a panel that is warm, noisy, intermittently smelling burnt, or repeatedly tripping breakers without active fire, stop using high-demand equipment on the affected circuits. Avoid charging an EV, running portable heaters, operating major appliances, or resetting a tripped breaker over and over. Call a qualified electrician for an urgent inspection.
Repeated resetting is a common mistake. A breaker trips because it senses an overload, short circuit, ground fault, or internal failure. Resetting it once after unplugging loads may be reasonable in a minor overload situation. Resetting it repeatedly without finding the cause can turn a warning into equipment damage or fire risk.
What an Electrician Checks During a Panel Inspection
A proper evaluation goes beyond looking at the panel label. The electrician checks the service equipment, breakers, bus bars, conductor sizing, terminations, grounding and bonding, signs of heat, corrosion, water intrusion, and whether the installed loads fit the available capacity.
Thermal damage is often visible once the dead-front cover is removed, but it can also be hidden behind a breaker or at a main lug connection. The electrician may find loose conductors, improperly landed wires, double-tapped terminals not rated for two conductors, mismatched breakers, damaged neutral bars, or breakers that no longer seat correctly on the bus.
The inspection should also consider recent changes. A new EV charger, Tesla 14-50 outlet, electric dryer, induction range, hot tub, mini-split system, or accessory dwelling unit can require new circuits and may justify a service upgrade. Adding a large load to an already crowded or deteriorated panel is not the place to cut corners.
Repair or Replace? It Depends on the Damage
A single failed breaker in a modern, sound panel may be a straightforward breaker replacement or circuit repair. If the bus bar is burned, the panel enclosure is heat-damaged, water has compromised multiple components, or the panel is an obsolete design, replacement is usually the safer long-term answer.
A panel replacement also makes sense when there is no room for needed circuits, the service is too small for planned electrical upgrades, or the equipment cannot accept current safety devices. Modern AFCI and GFCI protection can reduce shock and fire hazards in many locations, but those devices need compatible equipment and properly installed wiring.
For a main panel change or a 100-amp to 200-amp service upgrade, the work may involve PG&E coordination, permits, grounding upgrades, service conductors, meter equipment, and inspection requirements. Overhead and underground service conditions are different, which is why the work should be planned rather than treated as a simple breaker swap.
Do Not Ignore the Small Clues
Panel fires are uncommon compared with the number of electrical panels in service, but the consequences are too serious to dismiss early warning signs. A breaker that trips, a panel that feels hot, or a light that flickers may have a simple cause. It may also be the first visible symptom of a failing connection or damaged service equipment.
