A panel that appears clean from the outside can still have a safety issue inside.

What Makes Federal Pacific Panels Different

Federal Pacific Electric, commonly called FPE, manufactured many electrical panels and breakers installed in American homes for decades. The name most people recognize is Stab-Lok, referring to the way the breaker connects to the panel bus.

Not every old panel is automatically damaged, and no electrician can tell whether every individual breaker will fail without proper evaluation. But the concern is well established enough that a Federal Pacific panel should be treated as a significant safety and insurance issue, particularly during a home sale, renovation, service upgrade, or EV charger installation.

The central job of a circuit breaker is simple: it must open the circuit when current becomes high enough to overheat conductors or when a fault develops. If a breaker does not open, the wire, outlet, appliance cord, or connection downstream may become the weak point. That is where overheating and fire risk can begin.

Federal Pacific Failure Examples in Real Homes

The following examples describe conditions electricians and inspectors commonly encounter. They are warning signs and field scenarios, not a reason for a homeowner to remove a panel cover or test a breaker under load.

A Breaker Does Not Trip During an Overload

This is the failure example that gets the most attention. A branch circuit becomes overloaded, but the breaker does not disconnect power within its intended operating range. Meanwhile, the wire can overheat behind a wall, at a receptacle, or inside an appliance connection.

A homeowner may notice a warm outlet, a burning odor, flickering lights, or discoloration around a plug. Sometimes there is no warning at all. The absence of a trip is not proof that the circuit is safe. It can mean the protective device did not respond.

A Breaker Appears Off but the Circuit Is Still Energized

A breaker handle position is not the same thing as confirmed de-energization. With aging or defective equipment, a breaker may not reliably disconnect the circuit even if the handle is moved to OFF. This is one reason electricians verify power with proper test equipment before touching conductors.

For a homeowner, the practical takeaway is straightforward: never assume an old breaker has made wiring safe to work on. Do not replace an outlet, light fixture, or switch based only on the breaker handle position. Shutoff and verification are two separate steps.

Heat Damage at the Breaker or Bus Connection

A Federal Pacific panel may develop heat at the breaker-to-bus connection. Heat can discolor the breaker body, damage the bus metal, weaken the connection, and create a cycle where resistance produces even more heat. In severe cases, a breaker can no longer make a reliable connection to the panel bus.

Signs can include a hot panel cover, a breaker that feels loose, a burning plastic smell, brown marks, crackling sounds, or circuits that cut in and out. Any of these conditions warrants prompt service. Do not keep resetting the breaker and hoping the problem goes away.

Repeated Tripping Is Bypassed Instead of Repaired

A breaker that trips repeatedly is telling you something. The cause may be too much load, a short circuit, damaged wiring, a failing appliance, or a bad breaker. In older homes, someone may respond by installing a larger breaker, adding another circuit to an already crowded panel, or using extension cords and power strips to work around the problem.

Those shortcuts can create a more serious hazard. A breaker must match the wire size and circuit design. Increasing breaker size without correcting the wiring can allow conductors to overheat before the breaker opens.

A Remodel or EV Charger Exposes the Panel Limitation

Many Federal Pacific panels were installed when household electrical demand was much lower. A modern kitchen, heat pump, induction range, workshop equipment, or Level 2 EV charger can push an old 100-amp service and aging panel beyond what is practical.

The issue is not always the total amp rating printed on the panel. The electrician must calculate the actual load, examine available breaker space, inspect the service equipment, and determine whether the utility service and grounding system are adequate. Sometimes a dedicated circuit is feasible. Often, a panel replacement or 200-amp service upgrade is the safer long-term answer.

Why a Visual Check Is Not Enough

A clean panel cover does not clear a Federal Pacific panel. Likewise, a panel with a few nuisance trips is not automatically proof of a Stab-Lok failure. Electrical diagnosis depends on what is installed, how it has been loaded, the condition of the bus and breakers, the wiring methods, and whether there are signs of heat or damage.

A proper inspection can identify the panel manufacturer and model, look for damaged breakers and bus connections, check conductor sizing, review grounding and bonding, and assess whether the system can support planned work. In older Oakland, Berkeley, Piedmont, and Lafayette homes, the panel discussion often connects to other issues: ungrounded circuits, obsolete fuse equipment, aluminum branch wiring, knob-and-tube wiring, or a service that has never been upgraded.

Do not remove the dead front panel cover yourself. Live components may be exposed even when individual breakers are switched off. This is work for a qualified electrician using the right testing procedures and personal protective equipment.

What to Do If Your Home Has a Federal Pacific Panel

Start by confirming the brand and model. Look for Federal Pacific Electric or Stab-Lok labeling on the panel door or interior labeling, but do not disturb the equipment to get a better look. If you are buying or selling a property, put the panel in the inspection and repair conversation early. Waiting until the last days of escrow can delay a transaction, especially if a service upgrade or permit is needed.

If the panel is warm, smells burned, makes unusual sounds, shows visible discoloration, or has a breaker that will not stay on, treat it as an urgent electrical service issue. Reduce load if it can be done safely, avoid using large appliances on affected circuits, and have it evaluated promptly. If there is smoke, active arcing, or fire, move people away from the area and call emergency services.

Replacement is usually more than swapping a metal box. The job may involve correcting grounding and bonding, replacing damaged branch-circuit connections, adding required GFCI and AFCI protection where applicable, coordinating a PG&E service change, and bringing the installation up to current permit and inspection requirements. The exact scope depends on the home, the existing service, and the planned electrical load.

Replacement Is Usually the Practical Decision

Some property owners ask whether they can simply replace a few Federal Pacific breakers. That may sound less expensive, but it does not address concerns about the panel bus, the age of the equipment, future capacity, or buyer and insurer scrutiny. A replacement panel provides a known, serviceable platform for future circuits and modern protection.

There are trade-offs. A basic panel replacement may be enough where the service equipment and load calculation support it. A home adding an EV charger, major appliances, air conditioning, or an accessory unit may need a larger service upgrade instead. The right answer comes from an on-site inspection, not a one-size-fits-all quote.
