The report called out an aging breaker panel with visible corrosion, open knockout holes, improperly labeled circuits, and a breaker that showed heat discoloration. It also noted missing GFCI protection at kitchen countertop receptacles and in the garage, an ungrounded three-prong outlet in a bedroom, and an exterior receptacle without a weather-resistant cover.
The wording in an inspection report is often broad: “Have a qualified electrician evaluate and repair.” That is appropriate. A home inspector is identifying a condition, not designing the repair or performing electrical diagnosis. The report does not always tell the buyer or seller whether a simple device replacement will solve the problem, whether a permit is required, or whether the service equipment has reached the end of its safe working life.
At this house, the panel issue was the main concern. Heat marks at a breaker can result from a loose connection, a failed breaker, excessive load, damaged bus material, or more than one problem at the same time. Replacing one breaker without inspecting the panel interior would have been a guess, not a correction.

The panel was an older split-bus style unit with corrosion around the enclosure and evidence of moisture entry. This is where cost and scope have to be discussed honestly. A limited repair costs less upfront and may be appropriate when the panel is modern, listed, dry, and otherwise in sound condition. Replacement is the better decision when there is heat damage, corrosion, obsolete equipment, damaged bus components, capacity limitations, or a legacy panel with a known history of problems. The Corrections Completed
The panel replacement was coordinated as permitted work, including the service disconnect, meter and utility requirements, grounding and bonding, and final inspection. PG&E-related service work can involve overhead or underground service details, so the existing installation must be reviewed before anyone promises a schedule or price.
The new panel was installed with correctly sized breakers, organized circuit identification, proper dead-front coverage, and room for future circuits. The loose, heat-damaged termination was eliminated as part of replacing the old equipment rather than being left in place. Circuits were traced and labeled so the new owner could identify kitchen, lighting, receptacle, laundry, and dedicated appliance circuits without trial and error.
The receptacle items were handled according to their actual locations and wiring conditions. Kitchen countertop receptacles and the garage receptacle received required GFCI protection. The exterior receptacle received a weather-resistant in-use cover designed to keep rain out while a cord is plugged in. The ungrounded bedroom outlet was not simply converted into a standard grounded outlet and labeled as if a grounding conductor had appeared in the wall.
For an existing ungrounded branch circuit, acceptable correction options depend on the circuit and the accessibility of the wiring. In some cases, a GFCI receptacle or GFCI protection upstream can provide personal shock protection when correctly labeled “No Equipment Ground.” In other cases, running a new grounded circuit is the better long-term repair, especially where computers, sensitive electronics, or future remodeling are involved. On this project, the bedroom outlet was corrected with a new grounded branch circuit because access was available during other planned work.
The electrician also checked the grounding electrode system and bonding connections at the service. This step is often missed when people focus only on what is visible in the panel. Grounding and bonding do not prevent every electrical problem, but they are essential parts of a properly functioning service system. A panel change without proper grounding and bonding is incomplete work.

That does not mean every inspection-report correction requires a permit or a full panel replacement. Replacing a damaged receptacle, correcting a loose cover plate, or installing a required GFCI device may be smaller work. The right scope depends on the defect, the local rules, the age and condition of the equipment, and whether the work affects service equipment or wiring methods.
For a real estate transaction, timing is also part of the repair. Waiting until two days before contingency removal to call an electrician creates unnecessary pressure. Older homes can reveal hidden conditions after a panel cover is removed. Utility coordination, permit processing, equipment availability, and inspection scheduling may all affect the completion date. Another mistake is accepting vague statements such as “electrical work completed” without asking what was corrected, whether the panel was evaluated internally, and whether permit or inspection documentation applies. Home inspectors perform valuable visual evaluations, but they generally do not remove every cover, load-test every circuit, or diagnose all hidden defects.
