We took a 60 amp federal pacific breaker to a lab in berkeley, and ran 300 amps through it, and it did not trip and caught on fire. Four times in front of my face I have seen this happen. A Federal Pacific panel may sit quietly in a garage, basement, or utility room for decades. That does not make it safe. If you are asking, is Federal Pacific dangerous, the practical answer is that Federal Pacific Electric, commonly called FPE or Stab-Lok, panels have a documented history of breakers that may not trip properly during an overload or short circuit. That is a serious fire-risk issue, not a cosmetic upgrade question.
For homeowners, buyers, landlords, and real estate agents, the right response is not panic. It is a proper assessment and a plan to replace the equipment before an electrical fault tests whether the breaker will do its job.
Why Federal Pacific Stab-Lok Panels Are a Concern
A circuit breaker has one basic safety job: shut off power when a circuit is overloaded or shorted. If a breaker fails to open, the wiring can continue carrying excessive current. Wires may overheat inside walls, outlets, appliance connections, or the panel itself. That can lead to damaged insulation, arcing, and, in the worst cases, an electrical fire.
Federal Pacific Electric manufactured Stab-Lok breaker panels widely in the United States, particularly from the 1950s through the 1980s. Many still exist in older homes throughout Oakland, Berkeley, Piedmont, and other East Bay neighborhoods.
The concern is not simply that these panels are old. Plenty of older electrical equipment can be evaluated, repaired, or maintained safely. The specific concern with FPE Stab-Lok equipment is the history of abnormal breaker performance identified in testing and field investigations. Some breakers have been found to remain energized when their handles appear to be in the off position. Others may fail to trip under overload conditions.
That means a Federal Pacific panel can look normal during a casual inspection. Lights may work. Breakers may reset. Nothing may appear burned. The risk is that the panel may not respond correctly when a real fault occurs.
Is Federal Pacific Dangerous in Every Home?
Not every FPE panel has visibly failed, and not every breaker will fail on every test. That is why homeowners sometimes hear conflicting advice. One inspector may flag the panel immediately, while another may say it has been there for years without a problem.
The better question is not whether the panel has caused trouble yet. It is whether you want a safety device with a known failure history protecting your home, tenants, family, or business.
An individual breaker can appear to function when switched by hand, but that does not prove it will trip at the correct current under actual fault conditions. Testing breakers in a live panel also has limits and can create hazards if done carelessly. A visual inspection alone cannot certify an FPE panel as safe.
For that reason, replacement is generally the prudent recommendation when an original Federal Pacific Stab-Lok panel is found. This is especially true when the property is being purchased, remodeled, rented, prepared for sale, or upgraded for added electrical load.
How to Identify a Federal Pacific Panel
Look at the label on the panel door or inside the enclosure. Common markings include Federal Pacific Electric, FPE, Federal Pacific, or Stab-Lok. The breakers often have a distinctive narrow shape and may be labeled Stab-Lok.
Do not remove the dead-front cover to investigate further. Live electrical parts are behind that cover, and even a panel that appears ordinary can have loose connections, corrosion, damaged bus bars, or energized components near the opening.
A qualified electrician can identify the panel type, check its condition, and determine whether other issues are present. In older homes, an FPE panel may be only one part of the electrical picture. The property may also have undersized service capacity, ungrounded circuits, aluminum branch wiring, obsolete fuse equipment, or missing GFCI and AFCI protection.
Warning Signs That Need Prompt Attention
A Federal Pacific panel should be taken seriously even if there are no symptoms. But certain signs make the need for evaluation more urgent: breakers that feel loose or hot, recurring breaker trips, a burning or fishy odor, crackling sounds, discoloration around breakers, flickering lights, or outlets that lose power intermittently.
Other red flags include breakers that will not reset, breakers that appear off but still feed power to a circuit, and a panel that has been modified with mismatched breakers. Do not keep resetting a breaker that trips repeatedly. A tripping breaker may be responding to an overload, a damaged appliance, a loose connection, or a fault in the wiring.
If you smell burning, see smoke, hear active arcing, or find a panel that is hot to the touch, move away from the equipment and contact emergency services if there is an immediate fire risk. Do not attempt to pull breakers or remove the panel cover yourself.
Why Replacement Is Usually Better Than Repair
Homeowners often ask whether they can simply replace the individual Federal Pacific breakers. In most situations, that is not the best long-term solution.
Changing a breaker does not correct concerns with the panel’s bus connection design, the age and condition of the enclosure, prior overheating, or the availability and suitability of replacement parts. Aftermarket breakers may be listed for certain applications, but that does not turn an aging Federal Pacific panel into a modern electrical distribution system.
A panel replacement provides a known, current listed panelboard and breakers. It also gives the electrician access to inspect feeder conductors, grounding and bonding, circuit labeling, damaged wire insulation, and the condition of the service equipment. Where needed, the work can bring key safety items up to current requirements, such as GFCI protection for kitchens, bathrooms, garages, and exterior outlets, plus AFCI protection where applicable.
There is a trade-off. A straightforward panel swap costs less than a full service upgrade, but it may not solve a capacity problem. If the home has a 100-amp service and the owner plans to add an EV charger, air conditioning, induction cooking, a heat pump, or an accessory unit, a 200-amp PG&E service upgrade may make more sense than replacing the panel alone.
The right scope depends on the existing service, the condition and size of the conductors, available panel space, the calculated electrical load, and the owner’s plans for the property.
What a Proper Federal Pacific Panel Replacement Includes
A professional replacement starts with an on-site review, not a guess based on a photograph. The electrician confirms whether the panel is the main service equipment or a subpanel, checks the service size, reviews the grounding system, and identifies any circuit problems that need correction before the new panel goes in.
For a typical panel change, the work involves installing a properly sized modern panel, transferring and correctly terminating branch circuits, installing appropriate breakers, labeling circuits, and arranging permits and inspection when required. If service conductors, the meter equipment, or PG&E connection need changes, the project may include a coordinated service upgrade.
Older homes can uncover surprises. Conductors may be too short, insulation may be brittle, circuits may be double-tapped, or the original panel may have moisture damage. A good estimate explains what is included and identifies likely additional work before the job begins. The lowest bid is not always the lowest cost if it skips grounding corrections, permit work, circuit tracing, or code-required protection.
What Buyers, Sellers, and Landlords Should Do
For a buyer, an FPE panel is a legitimate item to raise during inspections and negotiations. Ask for an estimate from an electrician experienced with panel replacement, rather than relying only on a general inspection note. That helps establish the likely scope, permit requirements, and whether a service upgrade should be considered at the same time.
For a seller, replacing a Federal Pacific panel before listing can remove a predictable buyer objection and reduce last-minute repair negotiations. It also gives buyers confidence that the electrical system has been addressed by a licensed contractor.
For landlords, the issue is more direct. Electrical safety affects tenants, property liability, maintenance planning, and insurance discussions. Waiting for a breaker failure is not a maintenance strategy.
