Older Oakland-area homes often have electrical systems that were never designed for modern loads. Add an induction range, heat-pump HVAC, EV charger, hot tub, workshop equipment, or an accessory dwelling unit, and a marginal service can become a daily problem. Tripping breakers are annoying. Start With the Actual Electrical Load

It may involve utility transformer capacity, new service conductors, meter changes, trenching, and more extensive PG&E coordination.

Ask the electrician to explain the calculation in plain English. You should know whether the recommended size is driven by existing demand, planned equipment, required capacity for an addition, or practical room for future circuits. If the answer is only, “Everyone gets 200 amps,” keep looking.

Choosing an Oakland Electrician for Panel Changes

A qualified panel-change contractor needs experience with service entrance work, not just interior wiring. Changing a panel can involve the main disconnect, meter location, service conductors, grounding electrode system, bonding, breaker compatibility, labeling, utility clearances, permits, and inspection corrections. On an older property, it can expose wiring defects that were hidden behind a fuse panel or obsolete breaker panel.

Know When a Panel Replacement Is Urgent

Some panel work can be planned around a remodel. Other situations should be inspected promptly. A panel can look normal from the outside and still have a serious internal defect. Replacing individual breakers does not correct the underlying panel problem.

Do not keep resetting a breaker to get through the week. A breaker is designed to interrupt a fault or overload, not to be repeatedly forced back into service.

The Estimate Should Cover More Than the Panel Box

A useful estimate names the major components and describes the scope. It should distinguish a straightforward panel change from a full service upgrade. For example, replacing an existing 100-amp panel with a new 100-amp panel is different from increasing the service to 200 amps. The latter may require new service conductors, a new meter-main, a larger main disconnect, grounding upgrades, and PG&E scheduling.

The estimate should also address circuit labeling and breaker configuration. A new panel with unlabeled circuits is not finished work. Proper labels help homeowners, tenants, inspectors, and future electricians isolate a problem without shutting down the entire building.

Be cautious with estimates that are dramatically lower than others but provide no detail. Low bids sometimes leave out permit fees, utility coordination, grounding work, drywall repair, trenching, or inspection corrections. A higher estimate is not automatically better, but a clear scope lets you compare real work rather than compare a complete proposal against a vague promise.

Look for Experience With Old Wiring and New Loads

A panel upgrade does not repair every electrical issue in a building. It gives the system a safer, more capable distribution point, but old branch circuits may still need attention. Ungrounded receptacles, aluminum branch wiring, deteriorated cloth insulation, overloaded multiwire circuits, missing GFCI protection, and missing AFCI protection can remain after the new panel is installed.

This is where field experience matters. The electrician should be able to separate necessary work from work that can reasonably be phased. A buyer dealing with home-inspection findings may need critical corrections before closing. A homeowner planning an EV charger may need a load calculation and a dedicated circuit now, with additional rewiring scheduled later. A landlord may need safe, code-compliant repairs while minimizing disruption to occupied units.

EV charging is a common reason homeowners request a 200-amp upgrade, but it is not always required. A load calculation may show that an existing 100-amp or 125-amp service can support a properly sized charger with load management. Conversely, a large charger combined with electric heat, electric water heating, and cooking may justify a service upgrade. The right answer depends on the actual equipment and the building’s calculated demand.

Permits, Inspections, and PG&E Are Part of the Job

Do not accept the idea that permits are unnecessary because the work is “small.” Main panel and service work is safety-critical. Permitting and inspection provide an independent check that the installation meets applicable requirements for the jurisdiction and utility connection.

The contractor should explain the expected outage window, what needs to be turned off or unplugged beforehand, and whether refrigeration, medical equipment, gates, internet service, or business operations need a backup plan. Most panel changes require a planned interruption of power. Service upgrades can take longer if utility scheduling, underground work, or equipment availability becomes a factor.
